Organization

Plenary session

The plenary session, where the opinion of the council is finalized, opens with the attendance of at least 1/3 of the members, and excluding special occasions, decisions are made with a majority of the members present and the consent of a majority of the members present. When a member wants to speak, they must get permission from the chairman first, and can make inquiries, supplementary statements, procedural statements, and personal statements.

Committee

To examine various bills, Jung-gu Council has three steering committees, and is opened when the chairman deems it necessary during the session, or when there is a request from more than 1/3 of the members. During adjournment, meetings may be opened when there is a resolution of the plenary session or when the chairman deems it necessary.

Committee Content
Steering committee It consists of five people, and they examine bills and petitions belonging to the parliamentary operation and parliamentary secretariat, and establish or revise rules related to meeting rules and parliamentary operation.
Administration and Autonomy Committee It consists of five people, and they examine and process bills and petition belonging to the Planning and Public Affairs Office, the Audit Office, the General Affairs Bureau, the Public Health Center, the Hyomunhwa Village Management Center, and the same jurisdiction.
Social City Committee It consists of five people, and they examine and process bills and petitions falling under the jurisdiction of the Department of Welfare and Economy and the Department of Safe Cities.
Chairman and Vice Chairman

The chairman represents the Council, organizes decisions, maintains order in the meeting room, and supervises the affairs of the Council, and the vice chairperson represents the chairperson in case of an accident. The terms of office for the chairman and vice chairman is 2 years.

Council Members

As representatives of the residents, the members must put the public interest first, faithfully perform his/her duties in accordance with his/her conscience, and maintain the duty of integrity and dignity. They should not abuse his/her position to acquire property rights, interests, or positions through contracts with or dispositions of local governments, public organizations, or corporations, or arrange the acquisition for others. In addition, members cannot concurrently hold a certain position stipulated by law, and the term of office is 4 years.
